Electric utility providers.
Electrical District No. 3 of Pinal County (“ED3” or “District”) is a political subdivision of the State of Arizona formed in 1926 as a Special District by the Pinal County Board of Supervisors. ED3 is a cost- based (not-for-profit) utility with a seven (7) member Board of Directors and its purpose is to:
a) provide power at the lowest possible cost within sound business principles and b) provide affordable irrigation pumping to agricultural customers.
ED3 is a full-service utility providing electric services to residential, commercial, agricultural, and industrial users and is responsible for power purchase, construction, operations and maintenance of their electrical system. The District currently serves over 30,000 meters and 65,000 irrigable acres.
Life Support Information:
Under the RESOURCES tab you can check requirements regarding the registration of Life Support Information requirements: Most power outages are caused by unpredictable events such as lightning, wind, accidents or wildlife.
We encourage our customers to install a battery backup system for electric-powered life support devices, monitors, and other systems. Please make arrangements in preparation for unpredictable power outages. Occasionally we may schedule power outages to perform system maintenance and repairs.
A medical form on file does not guarantee service will not be disconnected for any unpaid electric bills and medical accounts are subject to the same bill payment terms as other residential accounts. Before disconnection of services occurs, please contact us as a payment arrangement may be available. If you experience a medical emergency, you should call 911.
A medical form is available for all customers that have medical equipment in the house that it is essential to sustain life. The Medical Status Form must be completed by the customer as well as the customer's physician. Please print the medical form, complete it and email it back to the district office at customerservice@ed-3.org. If you have any questions, please call 520-424-9021.
The Medical Status Form is available online for download.
The submission of the Medical Form only helps to improve the priority for reconnection of power where possible.

The Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low income households pay their heating/cooling bills, minimize crises, and make energy costs more affordable. The LIHEAP program is administered in accordance with federal regulations, the Arizona LIHEAP State Plan, and LIHEAP Policy.
To qualify for LIHEAP, the applicant must have an income that falls within the program guidelines. Priority for service assistance is determined based on vulnerable household members. Higher priority may be granted if someone in your home is a senior citizen (60 years of age & older), a person with disabilities, a veteran, or a child under six years old. Additionally, a benefit will not be awarded to any applicant with a credit of $500 or more on their utility bill.
The availability of LIHEAP assistance is not guaranteed and is available on a first-come, first-serve basis. LIHEAP eligibility is limited to once in a 12-month period for a Regular LIHEAP benefit and once in a 12-month period for a Crisis LIHEAP benefit.
